Dear Anon,
Light i.e. flame is considered the fire element. Here, another more exact interpretation is that fire (flame) rises.
Although lighting generate heat, it is not a `flame' where a flame can be extinguished by water.
It is perfectly acceptable to have light shining to a pool of water. This is the same as natural light filtering into the fish tank.
Therefore, there should not be an issue over this. When when flame touches water, then it matters.
